A bold new chapter is unfolding in Clarksville, Tennessee, as the City Council considers a significant annexation request that could reshape the city's healthcare landscape. The proposed 99-acre expansion, located east of Exit 11, is a pivotal step towards establishing a comprehensive healthcare hub in the region.
But here's where it gets controversial: the land, currently owned by Ascension St. Thomas Health Care, is seeking to be annexed into the city limits, which has sparked discussions and debates among residents and officials alike. And this is the part most people miss: it's not just about the hospital.
The applicant, Ascension St. Thomas, is also eyeing a rezoning of approximately 60 acres from agricultural to C-2 general commercial. This move aligns with the commercial nature of existing parcels in the area. The land is strategically positioned north of Highway 76, east of Hornbuckle Road, and west of Little Hope Road, creating a prime location for a bustling healthcare campus.
One of the key considerations is the impact on city services. The annexation documents reveal an exciting future for the site, including a full-service hospital spanning 226,500 square feet, medical office buildings covering 256,000 square feet, and a retail plaza and high-turnover restaurant, each measuring 25,200 square feet. Additionally, an EMS station is planned, ensuring comprehensive emergency services for the community.
Jeff Tyndall, Director of the Regional Planning Commission, emphasized the need for Clarksville Transit System bus service, stating, "A bus route would have to be extended to meet the hospital's requirements once it opens. This need exists regardless of whether it's within the city limits or not, as it's in the urbanized area."
The proposed development is a significant investment, with Ascension Saint Thomas, a Nashville-based nonprofit hospital system, planning to build a 44-bed hospital expandable to 132 beds. This $148.5 million project is expected to create approximately 250 healthcare jobs and is scheduled to commence construction in 2026, with an anticipated opening in 2028.
But that's not all. The Ascension Saint Thomas (AST) campus will also host a 40-bed rehabilitation hospital in partnership with Lifepoint Rehabilitation, a public-private collaboration with Montgomery County to build a new EMS station, and partnerships with Tennessee Oncology and Tennessee Orthopedic Alliance, two leading physician groups in the state. Together, they will provide specialized cancer, orthopedic, and surgical care, further enhancing the region's healthcare offerings.
Mayor Joe Pitts raised concerns about the road infrastructure, particularly Little Hope Road, which is outside the city limits. Tyndall assured that road improvements would be coordinated with the county, highlighting the extensive work required to support the development.
"There are numerous improvements needed in the area for the buildout of this entire site. We anticipate that the medical office buildings will come first, followed closely by the hospital. This project is likely to be a multi-phase construction over many years," Tyndall explained.
